Matthew Kowalski
Managing Director
& Lead Consultant
Matthew is a strategy and resilience expert with more than 15 years of experience helping enterprises manage risk. Prior to launching Northly Risk, Matthew held a variety of leadership roles within industry, leading risk-related corporate strategy and program development for large enterprises, in addition to managing hundreds of incidents and disruptions. Examples of previous roles include: Director, Corporate Security for CIBC, Acting Director of the Ontario Ministry of Health's Emergency Management Branch, Manager of Training, Exercises and Awareness for the Ontario Ministry of Health, Manager in Deloitte's Cyber Security and Risk Advisory Practice and Head of Office for a humanitarian agency operating in a conflict zone. In addition to consulting, Matthew is a partner and strategic advisor in multiple start-up companies. Matthew holds an MScEcon degree in International Relations specializing in global security, a Certificate in Cyber Security Program Management from University of Toronto, an ABCP designation from the Disaster Recovery Institute (DRI) and CBCI certification from the Business Continuity Institute (BCI).

Pedro Bilbao
Sr. Consultant, Crisis & Resilience
Pedro Bilbao is a senior consultant with 17 years of experience in the risk and resilience space. He brings unique blend of practical and theoretical experience, specializing in exercise design, incident management, emergency management and life safety. Previously, Pedro worked at Emergency Management Ontario focusing on large-scale multi-agency exercises and provincial-level emergency response plans. Pedro also has extensive experience as an Acting Captain with Markham Fire & Emergency Services, where he has served as an Incident Commander for complex emergencies at the municipal level. Pedro has a degree in Civil Protection Engineering and multiple emergency management and NFPA certifications. Pedro leverages this extensive experience to develop leading-class incident and emergency plans, tabletop exercises, functional exercises, and crisis simulations for Northly Risk clients, including large financial institutions.
Phyllis Sully
Consultant, Crisis & Resilience
Phyllis Scully is a consultant and research expert with over 5 years of experience helping clients design innovative solutions to complex problems. She is an exercise design specialist with experience developing advanced exercises and other resilience-focused deliverables for a range of clients, including within the financial services, healthcare, technology and and private sector spaces. Prior to joining Northly Risk, Phyllis was VP of Operations at Tupman & Bloom LLP's AccountAbly, the Associate Editor of View the Vibe & WanderEater, and a variety of other consulting positions for startups and growing businesses. Phyllis is on the board at the Albany Club and holds a BA in Political Economy from the University of Toronto, where she completed in her economics thesis. Phyllis works closely with Northly Risk clients to understand their needs and design extremely high-quality exercises and solutions to address those needs. Phyllis also has advanced digital design skills, which she leverages to develop high-quality videos and multi-media content.
